Webhook Request Failure

When a webhook fails, the following steps are taken:

1. The webhook is retried up to 3 times with a 4, 9 minutes delay between each retry.
2. If the webhook fails after 3 attempts, it is marked as failed.
3. The system sends an email alert to all admins to investigate the issue.
